Texas Offshore Port System Project

The Texas Offshore Port System (TOPS) is an offshore oil port designed to offload up to 1.8 million barrels of crude per day and transport the product to various end users along the upper Texas Coast. The offshore segment originates in Block A 56 Galveston Area, where two (2) SPM buoys will be connected to an eight-pile booster platform with 48” infield pipelines. A 48” export pipeline will transport the product to shore near Freeport, Texas, for connection with a 48” onshore pipeline to a tank farm facility located near Hitchcock, Texas. Multiple onshore 36” pipelines will transport the liquids from Hitchcock, Texas to various locations along the upper Texas Coast (PACE Project). An 8 5/8” fuel gas pipeline will provide a continuous supply of natural gas to the booster platform from either an onshore or offshore location.

During the transition phase of this project, CTI assisted the new Project Lead with taking over the management role. CTI provided general project management assistance, project scheduling, cash flow, document control and the coordination between the various key subcontractors to ensure a smooth transition.
