Malongo Terminal Oil Export Pipeline Project

The Malongo Terminal is located in Cabinda, Angola in West Africa. A new crude oil export pipeline system was installed from the onshore Malongo storage tank farm to two (2) new loading buoys. The new pipeline accommodates planned future production increases and also provides some redundancy for the existing oil export pipeline. The combination of the new and existing pipeline will allow the export of two blends of oil concurrently, in addition to more efficient berthing of the tankers, thus allowing increased oil export rate.

The onshore segment is approximately one (1) mile in length, mainly 36" pipe, with a metering and pump system. The offshore segment is approximately 20 miles in length consisting of 42" pipe. The offshore segment has two (2) tanker berths, including a subsea Pipeline End Manifold (PLEM) and mooring buoy at each location.

CTI engineering and construction management personnel were integrated into the Chevron 42" MTOE Pipeline Project Team to provide engineering support and construction management expertise in pipeline construction. CTI engineering and construction management personnel were involved in the following activities:
  • Interfaced with the MTOE Pipeline FEED contractor with respect to constructability of design, and determined the best alternate for pipeline route selection, pipeline sizing, shore crossing design, onshore installation and pump package selection
  • Integrated the work scope for the East Kokongo import pipeline shore approach and other onshore pipeline construction activities with the Malongo Terminal Export Pipeline Project
  • Assisted in the development of the Project Execution Plan including a risk management and construction management plan for project sanction
  • Developed bid packages, evaluated bids, and assisted with contractor negotiations for the pipeline installation and pipe manufacturing contracts
  • Provided project management assistance during offshore construction planning, and during the construction phase of offshore pipeline installation and PLEM installation activities
  • Managed the interfaces between the offshore installation contractors and between the offshore installation contractors and the vendors responsible for delivery of the project free issued items
  • Provided construction inspection during both offshore pre-fabrication and offshore installation activities
  • Assisted onshore operations teams with the preparation of the required Work Packs (these Work Packs included method statements and safety information prepared by CTI personnel addressing and detailing specific tasks to be performed for the daily construction activities)
