Pipeline Abandonment Project

CTI provided engineering and project management personnel to the Columbia Gulf Project Team with development plans for the abandonment of several pipeline segments in the Eugene Island and West Cameron areas of the Gulf of Mexico, along with the abandonment of Platform "C" in Block 250 Eugene Island.

The project included the abandonment of seven (7) pipelines in the Eugene Island Area and two (2) pipelines in the West Cameron and Garden Banks Area, along with the abandonment of ancillary topside equipment and riser segments required by the various platform operators.

The platform abandonment portion of the project included the removal of Platform "C" in Block 250 Eugene Island area requiring the abandonment of the existing jacket, quarters deck, and bridge.

CTI engineering and project management personnel performed the following pre-construction activities:
  • Prepared all regulatory applications for the abandonment scopes of work
  • Prepared all requests for proposal (RFP) for pipeline and platform abandonment services, including the preparation of scopes of work, contract compensation exhibits and construction drawings for the abandonment scope of work
  • Held pre-bid meetings with the prospective pipeline and platform abandonment contractors after sending out the RFPs
  • Resolved questions received from all prospective pipeline and platform abandonment contractors arising during the contract evaluation phase of the project
  • Analyzed and evaluated the technical and commercial proposals received from all contractors and made recommendations to the Columbia Gulf Project Team for the award of the pipeline and platform abandonment work scopes
