Air Products & Chemicals – Texas City Hydrogen Pipeline –

Chambers and Galveston Counties, Texas

Air Products & Chemicals, Inc. (APCI) is in the process of designing and permitting a 16-inch diameter hydrogen pipeline in Chambers and Galveston Counties, Texas. The approximately 32-mile pipeline, expected to be constructed in 2021, will connect an existing hydrogen pipeline system in Baytown, Texas, to new markets in Texas City, Texas. Approximately 22 miles of the proposed pipeline will be constructed in Trinity and Galveston Bays.

CTI was contracted to perform Project Management, Survey, Drafting, Front End Engineering Design (FEED), Detailed Design, and Permit Support for the new pipeline.

CTI’s responsibilities included:

  • Project Management:
    • Coordinate efforts between APCI, right-of-way (ROW), and Environmental consultants.
    • Oversee engineering, onshore centerline and property surveys, and offshore hazard surveys
  • Front End Engineering Design (FEED):
    • Perform route selection and evaluation
    • Prepare project design basis
    • Create construction typicals
  • Detail Design (DE):
    • Refine route and basis of design
    • Prepare material list
    • Prepare IFB and IFC drawing packages
  • Permit Support:
    • Prepare engineering portion of local, state, and federal permit applications (including USACE 408 permit application)
    • Present our project to regulatory agencies and stakeholders, including the City of Texas City, Texas Parks & Wildlife Division, and the US Army Corps of Engineers
