Plains All American–NuStar Connect II Project – Wichita Falls, Texas

Plains All American Pipeline, L.P. (PAA) executed a crude oil delivery contract with NuStar Energy L.P. (NuStar), expending volumes between their respective Wichita Falls, Texas facilities. The project, referred to as the NuStar Connect II Project, required tying into an existing tank header and installing a dedicated 350 HP pump, an MCC building, dual helical meter runs, a relocated meter prover, launcher, receiver, providing an interconnect for NuStar, and approximately 1,500-feet of 16-inch pipeline. CTI was contracted to perform an expedited detail engineering and design effort, specify and assist with purchasing the material and equipment, and provide construction/fabrication support. CTI’s responsibilities included:

Prepare hydraulic analysis:

  • Establish product velocity during peak delivery using GenFlo software

Generate equipment specifications for:

  • Valves and actuators
  • Strainer
  • Static mixer
  • Sampler system

Support procurement:

  • Generate bills of material for all components of the system
  • Assist in selecting equipment vendor and vendor designs

 

    Complete detail engineering for:

    • Interconnects with existing piping
    • In-facility piping
    • Electrical system
    • Civil design and supports
    • Interconnecting pipeline alignment sheet

    Provide “Issued for Review” and sealed “Issued for Construction” drawing packages.

    Construction support

    • Assist in the decision-making process to address issues discovered during construction
