Wildhorse Terminal Project – Cushing, Oklahoma

Matrix PDM Engineering is the EPC contractor for Keyera Energy Inc’s. Wildhorse Terminal facility near Cushing, Oklahoma. Matrix contracted with CTI to design the interconnecting pipelines to transfer volumes from the Keyera facility to existing facilities owned by Enbridge Inc. and TransCanada Corp. The project, referred to as the Wildhorse Terminal Project, consists of a 24-inch interconnect pipeline to the TransCanada Facility and dual 24-inch interconnecting pipelines to the Enbridge Facility. These lines will begin at flange connections within the Wildhorse Terminal.

The TransCanada pipeline is approximately 2,100 feet and includes an 850-foot HDD creek crossing and a bored road crossing across CR 750. The Enbridge dual pipelines are approximately 6,600 feet each and have a 1,200-foot HDD creek crossing as well as a bored road crossing across CR 740. The Enbridge lines terminate at the Enbridge Pigging Launcher/Receiver Site, which is above-ground piping designed to accommodate future launchers/receivers and provide tie-ins into future lines running to the Enbridge facility.

CTI was contracted to perform an expedited detail engineering and design effort, specify and assist with purchasing material and equipment, and provide construction/fabrication support for the interconnect pipelines.

CTI’s responsibilities include:

Prepare hydrostatic pressure test plan (ASME B31.4)

Road crossing stress evaluations (API 1102)

Environmental impact studies

  • Review of environmental permit requirements
  • Determination of High Consequence Areas (HCAs) per 49 CFR 195.450 and DOT PHMSA
  • Risk mitigation using below-ground crossings

Support procurement:

  • Generate bills of material for all components of the system

Provide permitting support

Contractor bid evaluation:

  • Prepare bid specifications
  • Review bid tab clarifications

Complete detail engineering for:

  • Interconnects with existing piping
  • In-facility piping
  • Pigging launcher/receiver site piping
  • Horizontal directional drillings (HDDs) for creek crossings
  • Bored road crossings
  • Civil design and supports
  • Interconnecting pipeline alignment sheet

Provide “Issued for Bid” and sealed “Issued for Construction” drawing packages.

Construction support

  • Assist in the decision-making process to address issues discovered during construction.
